		<description>One of the problems with democratizing Taiwan professional organizations is that they don&#039;t have the governmental structure to do this. For example, for the bar association to look after its own certification and selection, they would have to run their own examinations. This would consume a huge amount of money and time, which the bar association currently does not currently have. Foreign lawyers working with Taiwan legal professionals have expressed to me doubt that even given the budget, the bar association would be interested in running its own selection.</description>
