A 2-to-1 ruling by a three-judge panel of the U.S. Court of Appeals for the Second Circuit found that a 1997 Vermont law that mandated campaign spending caps is constitutional. The decision directly challenges prevailing wisdom and revisits the Supreme Court’s 1976 decision, Buckley v. Valeo, that struck down mandatory Congressional campaign spending limits.
