For a man with no official role in the new Afghanistan, Sayyaf commands attention. Once considered among the country’s most radical Islamic leaders, described as a friend of Osama bin Laden and the inspiration for a band of Asian terrorists, Sayyaf today is shut out of a government whose creation he opposed. Although he now pledges loyalty to Karzai’s administration, when the presidential palace looks for possible threats it sees men like Sayyaf sitting in the hills outside Kabul with their own armies.”
